El-Zakzaky: Shi’ites Speak On Clash With Police

Members of the Islamic Movement in Nigeria, IMN, have denied killing a Deputy Commissioner of Police (DCP) and burning the outpost of the National Emergency Management Agency (NEMA) in Abuja.

We had earlier reported that no fewer than six members of IMN, otherwise known as Shi’ites, and a journalist with Channels TV, were feared dead in a bloody clash involving the Muslim sect and the police in Abuja on Monday.

Speaking with us in Abuja, Abdullahi Musa, the Secretary of IMN’s Academic Forum, said the protest by the sect over government’s illegal detention of their leader, Sheikh Ibraheem El-Zakzaky, had been peaceful before armed policemen attempted to forcefully disperse them near the Federal Secretariat.

According to him, “Security forces led by the Nigerian police shot at our members and injured many others. I can confirm to you that, we have carried away six dead bodies belonging to our members.

“The security agents also lifted some corpses to unknown destinations. We are yet to account for some of our members who came out to protest today. We believe the number of casualties may increase before today ends.”

The IMN scribe also dismissed claims that members of the Islamic group provoked the police through undue confrontation before the shootings began.

“Our protest began from NITEL junction through Ahmadu Bello Way to the Federal Secretariat. On our arrival, we were still prepping to pray and disperse peacefully before live ammunitions were released at our members to forcefully send us home. We were unarmed.

We couldn’t have confronted armed policemen,” he added.

He accused security operatives of masterminding the vandalization of public properties and the killing of DCP Umar after the shootings to win public sympathy.

He said, “No member of our movement was involved in the setting ablaze of vehicles and the outpost of NEMA as alleged. But we know the authorities have been making frantic efforts to blackmail us and sway the public sympathy against IMN and Sheikh El-Zakzaky.

“We are aware the police have been sending paid agents in plain clothes to infiltrate our meetings and disturb public peace in the name of IMN. But the Nigerian people are already frustrated and oppressed by this administration. The government can’t get the public sympathy they desire, because its agents are committing crimes against humanity.”

Recall that the Muslim sect had last week clashed with the Police which resulted in several deaths, injuries and destruction of vehicles near the National Assembly.

In view of that, the Police restricted all street protests to the Unity Fountain in Abuja.

But the Shi’ites defied the police order, vowing o continue their protests on the streets of Abuja until the government implemented a 2016 Order of the Federal High Court, Abuja, directing the unconditional release of Sheikh El-Zakzaky.

Senate Goes Into Closed Session Over Ministerial List (Read Details)

Ahmed Lawan, President of the 9th Senate, has confirmed receiving the ministerial list of President Muhammadu Buhari.

This was made known by his aide, Abubakar Usman, on Tuesday.

“President of the Senate, Distinguished Senator Ahmad Lawan has announced receiving the list of ministerial nominees for confirmation from President Muhammadu Buhari,” the legislative aide said in a tweet.

“In all, 43 ministerial nominees were sent to the Senate for confirmation,” Mr Usman added.

The list is coming barely 3 days away from the two months recess lawmakers are expected to embark on.

Photo Of Police DCP Killed During Shiites Protest Yesterday

The Police on Monday confirmed the death of Mr Usman Umar, a Deputy Commissioner of Police, in the violent protest by members of the Shiites movement in Abuja.

In a statement by Force Spokesman, DCP Frank Mba, in Abuja, he said that two other officers and a Channels’ Television Reporter were injured in the incident.

He said that 54 suspects had been arrested in connection to the protest that involved no fewer than 3, 000 members of the group, protesting the continued detention of their leader, El-Zakzakky.

Mba disclosed that the protest took place within the Central Business District of Abuja, with the heavily armed protesters defying all “sense of decency and violently attacked innocent citizens and police personnel on duty’’.

“In the process, the Deputy Commissioner of Police in charge of Operations, FCT Command, DCP Usman A.K Umar, was shot and fatally injured by the protesters.

“The officer who was immediately rushed to the hospital died moments later while receiving treatment. Two Assistant Superintendents of Police and a Staff of Channels Television sustained serious injuries and are currently receiving treatment,” he said.

According to him, the violent protesters also razed down a National Emergency Management Agency (NEMA) Response Post with two vehicles close to the Federal Secretariat, Abuja.

He said the 54 suspects arrested in connection with the protest were undergoing interrogation and would be arraigned as soon as possible.

Mba said that the Inspector-General of Police (IGP) had commiserated with the family of the late DCP and condemned the incident, warning that “Enough-is-Enough”.

He said that the IGP had warned that the Force and the nation would not continue to suffer losses on account of reckless and lawless persons and groups in the society.

Earlier, the Police had on its twitter handle said that normalcy had returned to the FCT after the violent protest by members of the group.

It said the protest by the group had been brought under control and called on the public to remain calm.

It said that the areas earlier affected by the protest were Central Business District and the three Arms Zone.

Suspended LG Chairmen Call For Amosun’s Probe Over 33 Months Allocations

A faction of the suspended Local government Chairmen in Ogun State, under the aegis of the Association of Local Government of Nigeria, in the state, yesterday, called on the Governor Dapo Abiodun to probe his predecessor, Senator Ibikunle Amosun, on how 33 months of Local government allocations were spent.

The faction of the association made this call at a Press Conference in Abeokuta, Ogun State. The eighth house of Assembly had suspended all the 20 local government and 37 Local government development area chairmen on the grounds of alleged financial misappropriation.

Meanwhile, a faction of the association, believed to be loyal to former Governor, has threatened to take legal actions against the Ogun State Assembly over their ‘unconstitutional’ suspension.

The factional Chairman, who is also the Chairman of Odeda local government, Semiu Lawal made the call to the Governor after claiming that they had no access to the local government allocation for 33 months during the administration of Senator Amosun, and would not answer questions on how the money was spent.

He said:

“The issue of anti-graft agency; they know what to do but, the only thing we have to say about that, is that from 2016 up to date we have had no access to any fund coming from the Federal Government.

“We knew nothing about the funds. So, we are not answerable on how the funds were spent or what happened to it and if any question is to be answered, the former administration should be questioned.

“Council Chairmen do not have official cars, no impress and were subjects to ridicule by the last administration of Senator Ibikunle Amosun.

“Local Government administration under the administration of Senator Ibikunle Amosun was in a state of comatose and rendered impotent. No project could be executed, councils couldn’t be efficient, and we kept quiet under this ignoble condition for 31 months out of our 36 months tenure of office, but did not consider any war against the administration of Senator Amosun, because we are in the same party.

“All Internally Generated Revenues, IGR, of Local Governments were taken over by Ministries and parastals at the behest of the governor, who governed the state with fiat and impunity.

“Members, who were bold to point out these anomalies were threatened, harassed, assaulted and in the extreme, impeachment orchestrated. A case in reference is the unlawful removal of the Executive Chairman, Ogun Waterside Local Government and six others.”

Fulani Herdsmen Form Vigilante Group In Ondo State (Photo)

The Ondo State Government and the Yoruba socio-political group, Afenifere, have opposed a vigilante group set up by the Fulani herdsmen in the state, according to Punch.

Describing it as an affront, Afenifere on Monday called the Ondo State Government to arrest members of the group.

This is coming after pictures of a legal practitioner, Kayode Ajulo, and some suspected Fulani herdsmen, who mounted a roadblock in Ondo State, were trending on the social media on Monday.

An identity card of one of the armed herdsmen, on the social media, indicated that they were members of Miyetti Allah Cattle Breeders Association of Nigeria and they belonged to the Ikare-Akoko branch of the association.

The logo of the vigilante group was two guns while the code was MACBAN/NHQ/MSC.

Ajulo, in an interview with Punch, said the issue of security should be well taken care of and should not be politicized.

He narrated his encounter with the controversial Fulani vigilante group on the telephone.

He said,

If it comes to the issue of security, we must secure our lives and property. When it comes to politics, it is something else. We should not mix security with politics.

“ I was in Ondo State on Friday till Sunday because my mother was given a chieftaincy title at an Anglican Church in Akoko. On our way back, we got to Erusu, Igashi and around Akoko South-East that is where we saw these Fulani men carrying gun and cutlass. And I remember when we had Oodua Are Onakakanfo meeting; I happened to be the Mayegun Are Ona Kankanfo of Yorubaland and we said anybody seen with a gun must be accosted to know what he is doing with the gun.

“I accosted and I asked them what they were doing with guns. Those people told me they were not armed robbers or kidnappers. They said they are Miyetti Allah Vigilante Group. The next question I asked them is what are you doing on the main road? They said they are in joint patrol with the police. I asked where those policemen who you are in joint patrol with. They said the policemen were not around and that they were still coming.

“I was really mad. Some policemen later joined us. From my understanding, they have been there for long. But my worry is that if there is a Fulani vigilante group, where are the locals? Like I tell people, killing has been taking place everywhere. It should not lead to politics.”

Also, Ajulo, during an interview on Channels Television’s Sunrise Daily in Abuja on Monday, said he saw Fulani herdsmen with cattle, guns and cutlasses and they showed me their ID cards that they were vigilantes and they were the ones securing the highway.

“I took pictures of their ID cards and I questioned them and they said the police were aware of what they were doing.”

Ajulo, who is a staunch supporter of President Muhammadu Buhari, said he had always been of the opinion that the herdsmen/farmers crisis should not be given an ethnic coloration but his recent experience had altered his stance.

He noted that most security guards in the South-West were persons of northern extraction, but said his recent encounter was enough to put fear in the minds of Yoruba people.

Ajulo added:

“The South-East is saying they don’t want Fulani herdsmen in their land but they are now in Yorubaland. This is real. Mind you, we are not castigating anybody. I lived in Lagos and in Ibadan and our security guards were usually northerners and we didn’t have any problem with them.

“But when things start happening, people will need to talk. The question is what are they doing there? Where are the police? They have abandoned the roads for these people (herdsmen) and you don’t expect people to talk?”He said there was a need to take urgent action to prevent bloodshed in the country.”

Imo State governorship candidate of All Progressives Congress, APC, in the general election, Senator Hope Uzodimma, has called on Igbo living in the North and herdsmen living in the South to remain at their duty posts and not panic or rush back home out of fear for their security, assuring them that the Federal Government would protect them.

He also called on leaders to avoid making inflammatory statements that can worsen the security challenges in the country.

Senator Uzodinma, who spoke at a town hall meeting in his Omuma country home in Imo State, urged Igbo and Fulani across the state to keep faith with the assurances given by President Muhammadu Buhari that the security of lives and properties of Nigerians are guaranteed and that those who breach the peace will be brought to book.

A group of northern youths had, last week, called on Fulani herdsmen in the South to return to the North, alleging provocative statements by some southern leaders as evidence that they were not safe in the South.

Uzodinma urged politicians to stop heating up the polity, adding “we all must believe in the ability of our President, a general in the army, to find solution to the challenges.”

According to him, “I have the full confidence that the Federal Government has both the will and might to secure the lives and properties of Nigerians everywhere in the land.”

He further urged Ndigbo nationwide not to panic and to go about their normal businesses “because I know that our security is guaranteed.”

President Buhari Has Ordered That We Must Provide Security For Every Nigerian – Police IG

On Monday, President Buhari received briefing from the Inspector General of Police (IGP), Mohammed Adamu, over Shiites bloody protests in Abuja.

At the closed door meeting, the president directed the IGP to take steps to protect all Nigerians wherever they may be. Speaking with journalists at the end of the meeting, the IGP said:

“We came this morning to brief Mr. President on the security situation in the country, especially the activities of the Islamic Movement of Nigeria (IMN).

Just to give him an update of what is happening in the country vis a vis their activities.

Specifically, we briefed him of the incessant act coming out of this group of people, protesting here and there.

We briefed him on the fact that we have been able to curtail their excesses and to let him understand that everything is under control.”

On the President’s reaction, the IGP said-

“the President asked us to make sure we provide security for every citizen of this country and not to leave any space that some group of people will create breakdown of law and order. So, the charge by Mr. president is that we must provide security for every Nigerian”.

Man Arrested For Attempting To Rape Pregnant Woman In Uncompleted Building

A 30-year old man, Alli Laminu, has been caught after he allegedly lured a pregnant woman and attempted to rape her by force armed with a knife inside an uncompleted building in Lagos.

The incident happened at the uncompleted building located at Powerline Street, Isheri Olofin area of Igando, Lagos, where they reside.

It was gathered that Laminu reportedly lured the victim into the uncompleted building, brought out a knife and threatened her to remove her clothes in order to engage her in a sex romp despite the fact that she was heavily pregnant.

The woman, who was said to be visibly helpless, had removed her clothes including her pant before one of the residents went to the place and caught him in the act.

The victim was rescued and the suspect, Laminu, was handed over to the Police at Igando Division for the dastardly act.

After interrogation, the Police found him culpable and later charged him before the Ejigbo Magistrates Court for the alleged offence.

He pleaded not guilty.

The prosecutor, Inspector Simon Njue, asked the Court to give a date for hearing to enable the Police to prove the matter.

Thus, the Presiding Magistrate, Mr. L.K.J. Layeni, granted him bail in the sum of N50,000 with two sureties in like sum.

The Court ordered him to be remanded in prison custody pending when he will perfect his bail conditions. The matter was adjourned till 21st August, 2019.

The defendant, Laminu, escaped being charged for rape because he had not penetrated the victim, which would have landed him into prison for several years.

Police Arrest 50 Traffic Robbers In Lagos

No fewer than 50 suspected robbers that specialised in operating during traffic gridlock, have been arrested by the Police in Lagos in the past two weeks.

This is just as an irate crowd burnt another suspect around satellite area of the state after he tried to escape during an operation. Vanguard learned that the suspects were arrested at different spots around Mile 2, Maza-Maza, Apple Junction and other adjoining traffic spots, while they were attacking motorists held in the traffic jams.

Reports said some were also arrested in an abandoned pedestrian bridge in Mile 2, where they use as their operational base. The arrests followed complaints about the incessant attacks carried out by robbers against motorists stuck in traffic gridlock around the areas.

It was gathered that the robbers, who were armed with dangerous weapons including guns, usually descended on motorists in gridlocks and make away with all their valuables.

The attacks, according to reports, normally take place in the evening hours when many people will be going home after the day’s work. The situation is worsened by the presence of heavy duty and container-laden trucks which have taken over the major roads in the area, subjecting motorists to grueling hours in traffic gridlock.

Police sources told Vanguard that 30 of the suspects were arrested last week, while another 20 were also rounded up by the Police in Festac Division during an operation led by the Divisional Police Officer, CSP Okon, after complaints were lodged by victims of the attacks.

Efforts to reach the Lagos State Police Public Relations Officer, DSP Elkana Bala, on the outcome of Police investigation failed as his phone rang out without response. Also, a text message to his mobile telephone was not responded to.

Multi-million Naira Properties Destroyed As Fire Razes Ojodu Market

Properties worth millions of naira were destroyed on Tuesday night as fire razed a market on Kosoko Road, Berger bus stop, Ojodu area of Lagos, Southwest Nigeria.

Several buildings in the market were destroyed as the fire razed on in the night.

Executive Director, Lagos State Emergency Management Authority, LASTMA, Femi Oke-Osanyitolu said on arrival of LRT at the scene of the incident, it was discovered that the buildings which housed several shops selling clothing materials and other goods were on fire.

He said the actual cause of the fire was not known.

The LASEMA boss added that the actual loss would be determined upon conducting post disaster enumeration after the fire had been put out.

“The operation is still on going, our responders at the scene include: LASG Fire Service, NSCDC, NPF and LASEMA,” he said.

How We Spent $876. 88M On Military Equipment – Presidency

The presidency yesterday explained how the $1billion withdrawn from the Excess Crude Account (ECA) for the procurement of sundry hardware for the nation’s military was spent. The withdrawal was authorised by the National Economic Council (NEC).

The explanation came barely 24 hours after the Peoples Democratic Party (PDP) charged President Muhammadu Buhari to explain to Nigerians how the $1 billion allegedly disappeared from the ECA.

In a statement by its National Publicity Secretary, Kola Ologbondiyan, the PDP drew the attention of Nigerians to “the shocking confession by the National Security Adviser (NSA), Gen. Babagana Mongunu (rtd) that he was not aware of the whereabouts or disbursement of the $1billion drawn from the ECA by the Buhari presidency in 2017 for security purposes.”

The party said the confession by the NSA, who coordinates the security architecture of the nation, directly placed a huge burden on President Buhari’s doorsteps over reported stealing and diversion of funds meant for security, while insurgency, banditry, killings and kidnapping festered in the land on his watch.

But reacting to the allegations in a statement made available to The Guardian by Senior Special Assistant on Media and Publicity, Garba Shehu yesterday, the presidency said various procurements had been made for the purchase of critical equipment for the Nigerian Army, the Nigerian Navy and the Air Force, contrary to the allegation by the PDP.

The presidency said:

“The record we have is that the Buhari administration paid $496,374,470 for a dozen Super Tucano fighter aircraft for the Air Force in a direct, government-to-government (no contractors or commission agents) transaction with the government of the United States of America. They are due for delivery in 2020.

“Various other military procurements for critical equipment have been made. These are for the Nigerian Army and the Nigerian Navy, amounting to $380,513,958,71. These procurements include money for the purchase of Navy Lynx helicopters.

“Total amount spent so far is $876,888,428.71. The equipment paid for have due dates of delivery of between six months to two years. Balance of the money that is unspent as at today is $123,111,571.29.

“The entire expenditure involved in these exercises is on the basis of government-to-government procurement. In cases where the Nigerian government dealt with equipment manufacturers, their home governments have in all cases given guarantees to the Federal Government.

“Again, it is important to stress that no contractors or commission agents have been involved in the procurements under discussion.”

According to the presidency, the money was domiciled in the Central Bank of Nigeria, and to date,

“Not a single dollar of it has been transferred to the Ministry of Defence or any other ministry, agency of government, individuals or political party office as was the norm under the PDP administration.”

The presidency lamented that the PDP made so much of a report claiming that the NSA declared the entire amount as missing.

“The NSA will not have said this. Without approval of end-user certification as issued by his office, no arms can lawfully enter Nigeria.

“The PDP spent defence procurement funds on their failed 2015 political campaigns as proven in court. That is not to say that every succeeding government, more so one led by a Buhari, will do the same,”

The presidency said.

The PDP deferred comment as Ologbondiyan told The Guardian when contacted: “Don’t mind them, we will react formally and appropriately tomorrow.”

When pressed further to speak on APC’s comment that the NSA wouldn’t have said what the opposition claimed in its statement, he said: “Allow our initial statement to sink first in the minds of Nigerians and we will follow it up with some other revelations.”

President Muhammadu Buhari has named Senator Gbemisola Saraki, sister to former Senate President, Bukola Saraki as one of his 43 nominated ministers.

Gbemi Saraki who is a member of the ruling party from Kwara, is not the only new face on the list.

Also named are former governor of Ekiti State, Niyi Adebayo, Senator Olutayo Alasoadura, former governor of Osun State, Rauf Aregbesola, and Senator Adeleke Olrunnimbe Mamora, who is now in charge of the Inland Waterways, based in Lokoja.

Former governor and Senator George Akume and Senator Godswill Akpabio and former governor of Bayelsa Timipre Sylva are also new faces on the list.

Spokesman of the Buhari campaign, Festus Keyamo is also on the list.

There are 43 nominees in all, with some of them returning ministers.

They are Babatunde Fashola, Rotimi Amaechi, Ogbonnaya Onu and Chris Ngige
